Profile

Mr. Christian Mintah Agyemang was born on the 9th March, 1951 at Asuboi, Eastern Region. He has a B.A. (Hons) Diploma in Education, a Postgraduate Diploma in International Relations, a Post Graduate Diploma in Public Administration, a Certificate in Public Administration and a Certificate in International Relations.

After his undergraduate education, he worked with the Government Audit Service as an Audit Examiner for a year. He proceeded to the Ghana Teaching Service where he worked as a Senior Superintendent from August 1985 to March 1986. He joined the Foreign Service in April 1986 and has since attended numerous workshops and seminars.

These include Workshop on Commercial Representation Abroad (2006), Techniques of Negotiations for Diplomats (2005), Leadership Seminar (2002), XXVII Seminar for Anglophone African Diplomats (1998) and Fifth Conference of Labour Ministers of Non-Aligned and other developing countries (1995).

He is currently the Acting Director for the Trade and Investment Bureau. He is married and enjoys sports, reading and music.

CORE FUNCTIONS OF THETRADE AND INVESTMENT BUREAU

The Economic, Trade and Investment Bureau (ECTIB) handles general economic issues originating from the Ministry or from Ghana's missions abroad. It also deals with economic issues from other public and private institutions, foreign diplomatic missions in Ghana, International Organisations, Non-Governmental Institutions, Civil Society and Private Entrepreneurs.

The Bureau oversees the signing and implementing of agreements on diverse aspects of economic and technical cooperation. It coordinates Ghana's participation in Permanent Joint Commissions for Cooperation and represents the Ministry at various economic conferences, seminars, forums and workshops. The implementation of the reports of these events forms part of the Bureau's functions.

ECTIB, in collaboration with Ghana's foreign missions and, other ministries, departments and agencies, is actively involved in the promotion of trade. It collates trade information and promotion material for dissemination abroad, facilitates contacts between Ghanaian companies and foreign counterparts and assists in the resolution of commercial claims.

The Bureau assists local promoters in organizing trade exhibitions in Ghana and participating in such exhibitions abroad. It also assists Ghana's missions abroad to organise trade fairs and seminars and provides information on economic trade and investment issues to members of the public, at the latter's request.

Working in conjunction with the Tourism Ministry, ECTIB assist in the promotion of tourism by distributing tourist brochures, calendars and other material through Ghana's missions abroad.

Investment promotion is a key function of the Bureau. It liaises with the Ghana Investment Promotion Centre and other institutions to obtain information on investment opportunities and regulations for prospective investors. It also organises meetings and business tours for business delegations visiting Ghana to seek investment opportunities.

The Bureau co-ordinates the negotiation and signature of Investment Protection and Promotion Agreements, Avoidance of Double Taxation Agreements and Bilateral Air Services Agreements, all of which lay the foundation for investment in Ghana.

In the performance of its functions, ECTIB collaborates with key ministries, departments, agencies and private sector stakeholders which play diverse roles in the country's economic development activity. The Bureau follows up with these institutions to facilitate action on various issues referred to them.

The Bureau produces reports, briefs and draft agreements on various economic issues and handles draft agreements submitted to the Ministry by other countries
