Mr. Fred Nuku Kamasa-Quashie was born on 3rd February, 1960 and had his secondary education at St. John's Grammar School, Accra. He proceeded to Ghanata College of Art to pursue a Diploma in Art and an 'A' Level Certificate. After obtaining a Masters Degree from Nico Lopex University, Havana, Cuba, Mr. Nuku Kamasa-Quashie took a Post Graduate Certificate in Public Administration at GIMPA, Accra.
He has worked with the Ministry of Foreign Affairs for a number of years, and served as an Assistant Director (II) responsible for report and speech writing in 1989. In August 1995, he took up position as 1st Secretary, and a year later, was promoted to Counselor in the Ghana Embassy, Luanda, Angola. In this capacity, Mr. Kamasa Quarshie was responsible for monitoring and reporting on political and economic developments in Angola..
In January 2000, he became the Ag. Director for Middle East and Asia Bureau at the Ministry, and later, Deputy Director, Passport Office. He has also served as Deputy Head of Mission, Embassy of Ghana, Libya.
Currently, Mr. Fred Nuku Kamasa-Quashie is the Ag. Director for the Inspectorate and Audit Bureau. He enjoys listening to music and drawing.
The primary responsibility of the Inspectorate and Audit Bureau is to ensure accountability in the financial management of Ghana's Overseas Missions and the keeping of proper accounts by these Missions. This responsibility is derived from the Ministry's Sixth Objective:- To upgrade the Ministry's human and institutional capacity for the efficient execution of Ghana's foreign policy.
FUNCTIONS
a. Overseeing the `financial operations of Missions through examination of their accounting returns and the dispatch of comments/directives thereon to them.
b. Processing all Audit Inspection reports and implementing recommen-dations contained therein on the streamlining of the financial operations of the Ministry and its Missions abroad. The Bureau also responds to querries raised by the Auditor General regarding the management of its finances.
c. Submissions of comments/recommendation for the attention of the Honourable Minister through the Chief Director, aimed at improving upon or rectifying anomalies in the financial operations of the Missions.
d. Assisting in organising accounting training and refresher courses for Accounting officers of the Ministry in order to promote efficient accounting in Ghana's Overseas Missions.
e. Maintenance of an indebtedness list and pronouncing on the status of officers proceeding on retirement or overseas postings, prior to their departure. This is to ensure that such officers honour their financial obligations to the Ministry and Government prior to retirement or assumption of duty abroad. It is also to discourage profligacy and uphold the principle of accountability among officers of the Ministry.

n Missions submit monthly expenditure returns for scrutiny.
n Their attention is promptly drawn to any instances of improper or wrongful expenditure and the appropriate measures taken.
n The Bureau also reacts with minimum delay to requests from Missions for clarifications on financial and accounting regulations.
n Periodic on-the-spot inspection tours of Ghana Overseas Missions.
