Profile

Mr. Kwasi Kwaning-Bosompem was born on 6th September, 1961. He holds an ACMA qualification, a Chartered Accountancy qualification and a Diploma in Information Management Systems.

After completing his National Service as a tutor at the Akim Swedru Junior Secondary School, he worked as an Accountant at the Koforidua Central Hospital, Ghana. In 1991, he worked as an Accountant Trainee with Josab and Company, a firm of Accountants in London. After two years, he joined Apples and Snakes (N.G.O) as a part time Finance Officer and later as a Finance Executive at the Ghana High Commission in London.

He has worked with the Controller and Accountant General's Department as a Chief Accountant (1997-1998), as a Government Treasury Chief Cashier (1998-2001) and as a Project Co-ordinator (2005-2006). He has also functioned as Director of Finance for the Accra Metropolitan Assembly (AMA).

Currently, he is on secondment from the Controller & Accountant General's Department to the Ministry of Foreign Affairs, Regional Integration and NEPAD and is serving as the Director of the Finance & Accounts Bureau.

He is married and enjoys undertaking voluntary work, listening to music and playing tennis.

CORE FUNCTIONS OF THE FINANCE AND ACCOUNTS BUREAU

1. The Finance and Accounts Bureau is responsible for the supervision, control and co-ordination of the financial and accounting functions of the Ministry, its Diplomatic Missions abroad, and two subvented organisations.

2. The Bureau supervises the accounting functions of the Ministry within the ambit of Government policy, in compliance with Government's enactments, regulations and instructions, to ensure the effective and efficient use of approved Government funds for the maintenance and development of the Ministry. The Finance and Accounts Bureau also ensures that proper records are kept on all financial transactions.

3. Unlike certain MDAs which receive funding from donor countries and agencies, the operations of the Ministry of Foreign Affairs are financed entirely from funds provided by the Government of Ghana. In exceptional cases, however, friendly countries have made donations of equipment and vehicles to the Ministry. The Ministry also sometimes receives scholarships and stipends from foreign countries and donors, which enable officers to participate in training programmes relevant to the work of the Ministry.

4. In sourcing funds for the Ministry's programmes and activities, the Finance and Accounts Bureau prepares and submits to the Ministry of Finance, on a yearly basis, the Ministry's budget estimates. The budget covers four (4) items, namely:

(i) Personal Emoluments (Item 1);
(ii) Administration Expenses (Item 2);
(iii) Service Activities (Item 3);
(iv) Investment Activities (Item 4)

5. The Finance and Accounts Bureau also co-ordinates the disbursement of the Ministry's budgetary allocation, in accordance with prevailing regulations. This includes the submission of requests to the Ministry of Finance for the release and transfer of funds to the Ministry and its Diplomatic Missions.

6. Additionally, the Bureau ensures the prompt payment of salaries and allowances of officers at home and abroad, overseas arrangements for travel by the Ministry's officials at home and in our Missions and also processes the pension and retirement benefits of officers.
