His Excellency Francis Alex Tsegah holds an LL.B from the University of Ghana, and an LL.M from Harvard Law School. He was also educated at Europe Institute, University of Amsterdam and the London School of Economics and Political Science.

He has served as Director, Economic and Investment Bureau; Director, Personnel and Training; Chief of Protocol; Director, Africa and OAU Bureau and Director, Policy Planning and Research Bureau. He served in various positions at Ghana's Missions in London, Havana, Moscow and Washington DC.
